Charity Climate Control: How UK Non-Profits Can Now Claim 0% VAT on AC Installations

For charities across the UK, every pound matters.

The reality is, most organisations are operating with very little room for error. Recent Charity Commission data shows that around 41% of charities are spending more than they bring in, with deficits becoming increasingly common across the sector. For those working to break even, opportunities to reduce costs without cutting services don’t come around often, but when they do, they matter.

Right now, one of those opportunities exists. The UK’s 0% VAT relief on energy-saving installations offers charities a way to upgrade their buildings while reducing upfront costs. But it’s not a permanent measure. With the scheme set to end on 31 March 2027, the window to benefit is already narrowing.

So, what exactly does this scheme cover, and how can charities take advantage of it?

What Is The 0% VAT Scheme?

At its core, the scheme is designed to make energy-efficient upgrades more affordable. The UK government introduced a temporary 0% VAT rate on the installation of energy-saving materials to encourage greener, more efficient buildings.

The relief runs from 1 April 2022 to 31 March 2027, after which VAT is expected to return to a reduced rate of 5%. While it originally focused on residential properties, the scope has since widened to include buildings used solely for relevant charitable purposes, such as community centres, village halls, and other charity-run facilities.

Who Actually Qualifies?

To benefit from the 0% VAT rate, your setup needs to tick a few key boxes.

The building should be used for charitable, non-commercial purposes. Additionally, the upgrade also needs to be a permanent installation, not something temporary or portable.

There’s also an important technicality: the system must be supplied and installed together by a VAT-registered provider. If you buy the equipment separately, the VAT relief usually doesn’t apply. Put simply, if you’re running a community-focused space and investing in fixed, energy-efficient infrastructure, there’s a strong chance you’ll qualify.

What Systems Qualify?

The scheme covers a broad range of energy-saving upgrades, including:

  • Air source heat pumps (including many modern AC systems that heat and cool)
  • Solar panels and battery storage
  • Heating controls (thermostats, smart systems)
  • Insulation (walls, roofs, floors)

Many of today’s air conditioning systems double as air-to-air heat pumps, which means they can both cool your space in summer and heat it in winter. So instead of solving one seasonal problem, you’re making a year-round upgrade that improves comfort, efficiency, and long-term running costs in one go.

Jargon Buster: Air-to-Air Heat Pump A climate control system that moves heat between the indoors and outdoors. Because they “move” heat rather than burning fuel to create it, they are classified as energy-saving materials eligible for VAT relief.

An Engineer’s View

“The technical distinction that qualifies these systems for 0% VAT is the reversing valve, which allows the unit to provide high-efficiency heating. For charities, this means you aren’t just buying a ‘cooler’; you’re investing in a primary renewable heating source that significantly lowers operational overheads.” – Rhys Powell, F Gas Engineer

The Catch (And Why It Catches People Out)

Like most good things in policy, there’s a bit of fine print.

To qualify for 0% VAT, the installation must be properly structured from a VAT perspective. That means the system must be supplied and installed together, carried out by a VAT-registered provider, and be a permanent installation, not portable. It sounds simple, but this is where a lot of people get tripped up.

If you buy the equipment separately or try to piece the installation together yourself, the work can fall outside the scheme. And when that happens, standard VAT, typically 20%, can be applied to part or all of the project. It’s something we’ve seen often enough that we broke it down properly in our guide to the “20% VAT trap”, where a small decision at the start can quietly add a high cost by the end.

The short version? Choosing a full supply-and-install service isn’t just about convenience; it’s what keeps the project aligned with the VAT relief in the first place.

Why This Matters for Charities

Think about the spaces where most charities work. Community halls that get stuffy in summer. Offices that never quite warm up in winter. Buildings that are used all day, every day, by people who rely on them. And all of it running on a budget that’s already being pulled in ten different directions.

Now drop this policy into the mix. Something that might have felt like a “nice to have” suddenly starts to look a lot more practical. Lower upfront costs, better efficiency over time, and a step closer to sustainability targets, all without cutting into the services that matter most.

But beyond the numbers, there’s a simpler point. Comfort shapes how people use a space. Whether it’s volunteers staying longer, communities showing up more often, or staff being able to focus, it all adds up. Because in charity environments, comfort isn’t a luxury. It’s part of how you deliver what you do.

The 2027 Deadline

There is a clock on this.

The 0% VAT relief is currently set to run until 31 March 2027. While future changes are always possible, there’s no guarantee it will be extended. So it becomes a fairly straightforward decision. Act now to make the most of the savings while they’re available, or wait and risk higher upfront costs later.

Frequently Asked Questions

Do Charities Automatically Qualify For 0% VAT On Installations?

No. The building must be used for charitable, non-commercial purposes, and the system must be supplied and installed together by a VAT-registered provider.

Do All Air Conditioning Systems Qualify For 0% VAT?

Only systems that are energy-efficient and installed as part of a qualifying supply-and-install service. Many modern air-to-air heat pumps do qualify.

What Happens If The Scheme Ends In 2027?

VAT is expected to return to a reduced rate of 5%. While extensions are possible, there is currently no confirmed guarantee.
