Many UK residents are familiar with the Energy Company Obligation 4 (ECO4), which is now in its fourth and latest phase of the ECO program. The scheme has been running since April 1, 2022, and will continue until March 31, 2026.
To clarify, the ECO4 scheme is an entirely legitimate UK government-backed initiative, not a scam.
Before we proceed, what is ECO4?
What Is ECO4?
The ECO4 programme is a UK government-backed drive that requires the leading energy providers to assist with heating upgrades for specific households and is currently administered by Ofgem.
ECO4’s main aim focuses on addressing three core challenges:
- Reducing fuel poverty
- Shrinking the nation’s carbon footprint
- Raising the energy-efficiency standards of UK homes
It achieves this by funding energy-saving upgrades for various elements around the home, including insulation, heating improvements, renewable energy sources, and more.
However, it is worth noting that priority is given to households that need assistance the most. As Ofgem describes it:
“The ECO scheme supports energy efficiency measures in the homes of those considered to be in fuel poverty.”
According to the charity National Energy Action (NEA), an estimated 6.1 million households were in fuel poverty as of April 2025.
Fuel poverty refers to a situation where a household cannot afford to heat their home to a safe and comfortable level due to a combination of:
- Low household income
- High energy costs
- Poor energy efficiency of the home
In the UK, a household is considered to be in fuel poverty if:
- It lives in a property with a low energy efficiency rating (typically EPC band D or below), and
- After paying energy bills, the remaining income falls below the official poverty line.
Fuel poverty can lead to serious health risks, particularly for vulnerable individuals such as the elderly, children, and people with pre-existing health conditions.
As highlighted above, it’s one of the key social issues that schemes like ECO4 aim to address.
To be eligible for the ECO4 grant, several criteria must be met.
What Are The Eligibility Requirements To Apply For An ECO4?
To apply, or to be considered for an ECO4 grant, you need to meet some basic criteria:
Do You Meet the Eligibility Criteria?
To qualify for ECO4, someone in your household must be receiving at least one of the following means-tested benefits:
- Income-related Jobseeker’s Allowance (JSA)
- Employment and Support Allowance (ESA) – income-based
- Income Support
- Pension Credit (Savings or Guarantee Credit)
- Universal Credit (within qualifying income limits)
- Working Tax Credit or Child Tax Credit
- Child Benefit (means-tested)
- Housing Benefit
- Warm Home Discount
However, if you don’t receive benefits at the moment and struggle with energy bills or poor home conditions, ECO4 Flex may be an alternative route to investigate.
Local authorities or energy providers can refer households that:
- Have a combined income under £31,000
- Have medical conditions worsened by living in a cold home (e.g. cardiovascular or respiratory issues)
- They are considered vulnerable or fuel-poor by local councils
This flexible path opens the scheme up to many households that fall outside the standard eligibility bracket.
Another option for receiving help from ECO4 is through in-fill eligibility.
While some households may not qualify on their own, they could still benefit from upgrades if they live next door to a property that does. This is known as in-fill eligibility and typically applies in:
- Apartment blocks
- Rows of terraced or semi-detached homes
Social Housing Tenants: Are You Included?
Yes, if you rent from a housing association or local council, you may be eligible.
To qualify, your home must have an EPC (Energy Performance Certificate) rating of D, E, F, or G, or be rented at a rate below the standard market rate.
You can check your property’s EPC status or apply for a new one on the official GOV.UK site. An EPC is valid for ten years and is required when moving in and out of a property.
If you’re wondering how your EPC affects what you can get:
- F or G-rated homes are eligible for complete upgrades (insulation, heating, renewables)
- While D or E-rated homes are only eligible for partial improvements unless additional criteria are met
What Kind of Help Is Available?
If you’re eligible, you might be entitled to free upgrades that make your home warmer and more efficient.
Improvements available through ECO4 may include:
- Home insulation (including loft, cavity wall, and underfloor options)
- Central heating upgrades
- Installation of first-time heating systems
- Renewable energy options such as air source heat pumps
These improvements are funded by large energy companies, who are legally obligated to reduce emissions and assist vulnerable households.
However, you may still be concerned about whether a scam is occurring.
Is There A Risk Or Scam Involved?
While ECO4 is a legitimate programme, there is some room for concern about bad parties getting involved.
Some installers will conduct cold calls to offer ECO4 grant work, but are not accredited to do so.
Currently, WarmZilla is unable to assist you with an ECO4 grant application, as only installers with a PAS 2030 certificate can help and are all listed on TrustMark.
It’s also a problem if the contractor isn’t registered, as they are responsible for applying for the grant on your behalf to Ofgem.
Ensure that the company you’ve contracted with is listed on TrustMark.
What Steps Are Involved With Applying For An ECO4?
When planning on applying for an ECO4 grant, you will need to complete the following steps:
Step 1: Check Your Eligibility
Before applying, ensure your household meets the qualification requirements. You may be eligible if:
- You receive a qualifying benefit (e.g. Universal Credit, Pension Credit, Housing Benefit, etc.)
- Your home has a low EPC rating (D, E, F, or G)
- You live in social housing or rent privately
- You meet ECO4 Flex criteria (e.g. low income under £31,000, or health conditions affected by cold homes)
Step 2: Find Your EPC Rating
- Visit the GOV.UK EPC Register
- Search your address to see if your home has a valid EPC
- If there’s no EPC or it’s outdated, you may need to arrange a new assessment.
Step 3: Contact An Approved Installer
As mentioned, the homeowner cannot apply directly for an ECO4. Instead, an accredited ECO4 installer will handle the process for you.
- Use TrustMark (trustmark.org.uk) to find registered local installers
- Or contact your energy supplier—many offer ECO4 upgrades directly or through partner installers
Step 4: Get A Property Assessment
The installer will:
- Visit your home and carry out a free energy assessment
- Recommend the most suitable upgrades (insulation, heating, renewables, etc.)
- Determine the scope of work based on your EPC and eligibility.
Step 5: Agree To The Work
If you’re happy with the assessment and proposal:
- You’ll sign an agreement (no upfront costs for eligible applicants)
- The installer will apply for ECO4 funding on your behalf to Ofgem.
Step 6: Installation
Once approved, the installer will:
- Schedule the upgrades
- Carry out the work, often within a few weeks
- Ensure everything is completed to PAS 2030 standards.
Step 7: Certification And Final Check
After installation:
- You’ll receive certificates of the work done (e.g., updated EPC)
- You may get a follow-up check or customer satisfaction survey.
Be aware that you must always use a TrustMark or PAS 2030-certified installer for work related to an ECO4 grant.
What other red flags should you be aware of to stay safe when applying for an ECO4?
How To Stay Safe And Make The Most Of ECO4
To be 100% sure that you’re safe, always apply via trusted channels. These would be your energy supplier, local authority Warm Home schemes, or registered installers.
Also, ensure that you double-check credentials, as installers must be PAS 2030 certified and ideally listed on TrustMark.
A general rule of thumb is to avoid unsolicited contacts. If you’re cold-called, do your research and ensure that you verify their eligibility and history.
You will also never need to pay upfront if you’re eligible, as the grant should cover the full cost. Lastly, be sure to compare quotes; different installers offer varying packages under ECO4.
As mentioned, to receive an ECO4 scheme grant, you must apply through a TrustMark-certified installer.
While WarmZilla doesn’t process ECO4 applications directly, they can help connect you to an approved installer.
However, we do offer clients extensive finance options and installation within 48 hours anywhere in the UK.
